I don't know of any such tool.  You might want to consider a better look at
this 'conversion' process.  There are many more advantages to using
subprocedures than just the prototype.  And if you call it like a
subprocedure, you aren't passing any parms, so there's nothing to check in
the prototype.

You can pass parameters, for one.  Also, you can declare local variables
inside the subprocedure.  Also, you can group your subprocedures into
members, and create modules for inclusion on subsequent compiles of PGMs.
These are just the tip of the iceberg, but you get the idea.  I don't see
any advantage to converting to subprocedures if you do it that way.
