Tool to convert Subroutine to SubProcedure

Does anyone have a utility or tool that will convert subroutines to 
subprocedures?
  I want to convert the exsr to a prototyped call to the procdeure.
  The tool would need to create the prototype, change the exsr and change the 
subroutine to a procdeure.
