Rob,
We are developing an inhouse tool to do somet hing like this.
I think there is no direct way.
Our program runs every night and collects and stores all the information
about each service program.
This way when we inquire for a particular PRocedure it can show it up all
the service programs fast.

Also if you are using any change management tool, Se if it has any tools to
do this.
