There's your problem... EXTPGM - "External Program"

That means BuildQTEMP is called with a dynamic program call ( ie. the same 
as the old CALL op-code).

You need EXTPROC - "External Procedure"

Assuming Mod2 is of type CLLE and you used the CRTCLMOD command, it will 
work fine.
