CRTPGM PGM(pgm1) MODULE(mod1) works for me whether there's a call to
mod2 or not.

I think you need the extprc instead of extpgm keyword on the prototype
for mod2.  Extpgm is for a dynamic call. Also, did you create mod2 as
clle?  I'm assuming you're working with two module objects.
