daylight savings - QWCCVTDT

I'm supporting a program that makes this api call, but it seems to be an
hour off, from the correct time.

My guess is, it's not accounting for daylight savings...  Any ideas?

I did a google search on this api, but didn't see anything dealing with
daylight savings...
