It depends on how you packaged up IFSOpen.  If it is just a /COPY then you
are going to re-compile the programs using it (because the compiled code has
the extproc('open') in it.)  If it's already bound into a service program
then you should be able to create a PI and put your own code in that (which
calls open()).
