You do NOT have to declare the file as USROPN to use the CLOSE opcode.
USROPN simply causes the program to avoid automatically opening the file via
the RPG cycle. You can close the file and then re-open it later with or
without the USROPN keyword.

Yes, you declare the file as user open and issu an open and close intruction
inside the RPG program. When closed, the spool file begins to print.
