In your RPG program, does the printer file on the F spec has an USROPN keyword? If QPRINT in QGPL is not the default for the job, then it is almost certain that either the outq can't be found or you don't have authority to it. There should be something in the joblog and/or an information message in QSYSOPR if this happens.
