I did watch this program in debug and after QCMDEXC is run, I can see
the override and it is overridden to the correct outq. Is the level of
the override significant because the level of the override is 12? Does
it have any relation to the job stream?

Is the outq qualified with a library name? If so, are you sure it is in that library? If not, are you sure it is in the library list? Do you have the proper authority to it?


You said in another message that the report goes to QPRINT in QGPL. That outq is where stuff goes when the system can't find/use the outq specified. If QPRINT in QGPL is not the default for the job, then it is almost certain that either the outq can't be found or you don't have authority to it. There should be something in the joblog and/or an information message in QSYSOPR if this happens.
