What compile options are defined in Implementer?  It shouldn't matter at all
that the object is compiled to/from a temporary library if you use
DBGVIEW(*LIST) option on the compile command defined in Implementer.

Implementer creates the objects in a temporary library that Implementer
creates
when the promotion request is compiled, then moves them to the production
library when they're promoted.

Perhaps that step is causing a problem?
