No.  It's x'7d' for every EBCDIC CCSID, but not every CCSID.

Better to define the constant this way

 * apos is a single apostrophe

Even if you are sure, sure, sure that you will never run your code on a
non-EBCDIC platform, why write something that would cause a problem if
you ever did when there's a ccsid-independent way to write it that's
just as easy (if not easier).
