Sure, but Joe isn't asking to use new %bifs nor to use new features that need new run-time routines nor new machine instructions. He just wants to use a different format for his source records. It seems to me that the compiled object will be exactly the same in this case, so target release seems like a strange constraint. It's almost as if you're saying that the actual V4R4 compiler will be used just because he says TGTRLS(V4R4M0)!!! Oh... wait...
