Another post mentioned 'consistency'. This is definitely important in the sense that the Bin, Row and Shelf designations must use a collating sequence that allows range testing to work at all. If, for example, the second character of the Bin identifier goes first 'A-F' then '1-9', but the third character's sequence is '1-9' then 'A-F', there's going to be a real issue. If the identifiers are 'consistent', then simple concatenation ordered by significance should work just as it would with a date range. Otherwise, the only thing I can think of is to have a file keyed uniquely by Row/Bin/Shelf with at least one additional sequencing field. The range test would then be done on sequencing field values rather than on Row/Bin/Shelf directly.
