This is a design issue. If you allow outside access, then you need RI. If you limit access to servers, then you don't, because your servers are your RI providers. And this is very easy to accomplish by securing access to the files to only the server programs. However, many people insist that their users "need" unfettered database access, which is why I'd love to see a tool that builds the servers automatically and makes it as easy to add queries as it is to write new SQL access.
