I think you're right, but if we don't tell Toronto, they have no evidence
that customers want this stuff.  So they ask Rochester, who then say 'Nobody
wants this stuff.'  If we keep asking Toronto, they will amass a body of
requests that they can use to get the ball moving.  I hope.
