Gary, Not sure what you mean by Web services, but if you mean Web sites, I would look at the W3C's accessibility site. The URL is http://www.w3.org/WAI/. There are plenty of guidelines related to accessibility, which ultimately translates to ease of use. I would also recommend Jakob Nielson as a good source of information related to Web site usability. His web site is at www.useit.com.
