I would guess because you can create your own procedure that could be named the same as one of the C api's which would then cause problems if it was automatically included. Like what if I created an RPG ILE procedure called 'open', wouldn't that cause a compilation error stating that the procedure had been exported from two different modules? I am not sure, that is why I am asking.
