Is this only with a user defined signature?  For example
STRPGMEXP PGMLVL(*CURRENT) SIGNATURE('Bullsnot')
  EXPORT SYMBOL(MyProc1)
  EXPORT SYMBOL(MyProc2)
...

If you add a new procedure to the end of the binder source there's no need
to change the signature OR recompile the callers.
