programs ignore signature violations in service programs?

The simple method would be to use a hard-coded signature during development.
IBM use hard-coding most all of the time with their signatures. The allow a
"real" signature to be generated when building for production.

Alternatively you could stay with a hard-coded signature and change it only
when you _know_ that the interface is no longer compatible with old
programs. Whatever you do don't specify to ignore signature checking.
