This is only since the read-BIFs are introduced in RPG (release V4R5M0 ??).
Before that SEU would have flagged the error (or missing indicator), as it
was required then.

I am aware that the syntax checker in SEU have to do a condiotional check:
If any resulting indicators are used, check for errors, otherwise ignore.
This may be difficult to implement and the checking is done on the wrong
indicator column in stead of the required indicator column.
