Gee, Joe, I thought this was an easy one. I'm almost certain I did exactly this at another site a few years ago, but darned if I can find it in the documentation anywhere, either in the RPG manuals or the DDS manual (V4R4 flavor).
I'm think it involves using a Program-to-System field, but the docs show no such example. I also looked at OVRATR, but that too, was inconclusive.
The technique we used may have been using the QdfRtvFd api that Rick refers to, but I don't remember having to go to that extreme.

Subject: Position Cursor on a Display File
I recently learned about positioning the cursor in a display file by using
the CSRLOC keyword and setting the field values to the desired line and
column before writing the display.
Does anyone know of a way to get these values based on field name in the
display file so that I will not have to hard code the row and column in my
program? (outside of storing the value in a hidden field in the display
file as I have already been shown).
The purpose being to allow the fields to be moved around on the display file
without having to change the hard coded values for positioning the cursor.
