Sounds like the "barrel of crabs" management stragegy.  As long as the crabs
can't get out of the barrel, all the manager has to do is poke at them
periodically to keep them mad at each other.  If they don't cooperate and
the manager can avoid taking responsibility for poor productivity, the
manager's position is secure.  

I've been in one of those barrels before.
