I wonder whether this is about something I discovered a while back about
RPG IV, which is that a module's U1-8 switches are its own _copy_ of the
job switches; the actual job switches are only updated with the RPG
values if the RPG ends with LR _on_.  Another solution is to call a CL
to update the external switches.  This is from the header box of a CL
module I wrote when I discovered this:

/*       This module can be called by ILE RPG modules to set the     */ 
/*       job switches, even if they end with LR off (ending an ILE   */ 
/*       module with LR off causes the job switches NOT to be       */ 
/*       updated from the U1-U8 indicators, which are the module's   */ 
/*       internal copy of the switches).                             */ 

The CL receives an 8-byte parameter containing the switch values, and
does a CHGJOB.  I wrote this module in November 1998, so it's not
something new.
