People that hire consultants generally want said consultants to generate code 
that is maintainable in-house.  Hand saws and 16 ounce hammers are the 
equivalent of SEU/SDA.  A programmer's tools are _NOTHING_ like that.  You 
actually _expect_ that a programmer should bring ASE, Metric, Roman, and 
arbitrary tools to the job, at a cost of $1K plus apiece, just so they can 
accede to your demands?

Consultants/contractors don't bring along their own tool set because they 
never know what a particular client would want.  Carrying around a "tool 
belt" would _BREAK_ most independent contractors.  The "power Mitre box" 
would generate code unmaintainable by the in-house staff.  You wanna hire me 
for more than $200/hour, then I'll _BRING_ a tool kit :)...
