You might be able to create a procedure that can do this, if you can access
an API that will list the fields in a file and the start & end locations for
the fields, you might be able to retrieve the values you want by referencing
the record as a flat file, and pulling the data within the record by using
start & end values as offsets.

a side note:
I have seen a similar concept used before to create the x,y coordinates for
fields on the display to avoid using indicators for cursor positioning.
