Interesting. The last time I answered this question, I proposed a
static indicator variable:
if not FileOpen
open custmast
eval FileOpen = *on
endif
...and was told that the %open BIF would do it (I was used to v4r1 at
the time). I'm surprised to hear that %open would let you down.

Just an FYI. I used this method and also tried using the flag for the INFDS
and it wasn't always correct. I don't remember the exact circumstances, but
the file was closed and the system thought it was open.
So, test test test.
