Normal method is to code the file in the F specs of a NOMAIN module and access
the file from the subprocedure.  Something like this (not tested!):

      * Compile as *Module and then create service program
      *   Invoke from calling program as FileData = GetRec(CustNo)
      *     where FileData is declared in the same way as MyFileData is below

     H NoMain
     FMyFile    IF   E            KDisk


     D MyFileData    E DS                  ExtName(MyFile)

     P GetRec          B                   Export
     D                 PI                  Like(MyFileData)
     D  CustKey                            Like(CustNo)

     C     CustKey       Chain     MyFile
     C                   If        %Found(MyFile)
     C                   Return    MyFileData
     C                   Else
     C                   Return    *Blanks
     C                   EndIf
