No, *HIVAL is the highest value a variable can contain.  So if it was a number

9, 0 the *HIVAL would return 999999999 and *LOVAL would return
-999999999

You want to look at SETLL (Set Lower Limit) and READ or READN (Read Next
Record).  Also, look at CHAIN.
