There are actually 2.  One is IBM's VisualAge for RPG.  The other 
is ASNA's Visual RPG.
Granted you can't take the programs and run them on the 400, but
you can convert 400 RPG pgms to VARPG with relative ease.
This way you are re-useing a skill set (RPG IV) that you already know.
