Look at the qcapcmd API.  It allows you to specify an environment of CL program.

Does anyone know how to use the QCMDCHK API or something similar and allow
variables as command parameters?  Similar to user options in PDM.  Using the
QCMDCHK API and specifying a variable (like &F) for a command parameter
produces an error stating that variables can only be used in CL programs.

I'm guessing there's a way to do it since you can do it with user options in
PDM.  I checked out the call stack while doing this in PDM and see the
QUOCMD API being called, but I didn't find this API specified anywhere in
the online manuals.
