Hmmm... I'm gonna go with runtime :) Although the values are all loaded from the program source, they are certainly not done at "compile-time"... they'll be initialized during the *INIT phase of the RPG cycle. And they're not "pre-run time" because they're not loaded from a file listed as a pre-runtime array. So, I'm going with "runtime"... despite the fact that they are populated before the source that you typed in begins "running".
