Neither of those - and Image64a is not the one for Win 7 - that's for
Itanium or some such foolishness.
You want to go up one level in the tree -
\\Qdilgard\qibm\proddata\access\windows\cwblaunch.exe
This will determine your platform and all that for you - you'll avoid
being confused and frustrated.
I find it useful to copy the entire contents of that \windows directory
to my PC - maybe it's a network thing, but it just seems smoother that way.
Also, when you run cwblaunch.exe, be sure to right-click on it and say
to "Run as Administrator" - do this, even if you are logged in as an
admin on your pc.
Finally, note that you can't install the service pack by itself as the
initial install - it has to be the full product - service packs no
longer contain the full product, as they used to do. Doing this may end
up with some message about being unable to find certain text - the MRI
machine-readable instructions stuff, I think.

Agreed. Also, I don't recall if it was mentioned before but are you
running the installers as Administrator? Right-click the exe and
applicationRun as Administrator.installing.

Another thought: Are there any Group Policy Objects (GPOs) or
Somewhite/blacklisting apps in place that might restrict softwareinstallation?
