You are correct that I can't answer that question directly. I can only relay my personal experience. I followed the getting started link on this page

There is nothing in the instructions about any requirements for PTF’s initially or in the future.

Aaron has been explicit that IBM is "sunsetting" 5733-OPS.
But that still doesn't answer my question. (Which is fine; maybe you
were just chiming in without any intent to answer me.) I mean, it
*hints* that 5733-OPS is not needed by the RPM bootstrap, but it's not
a straight answer. For all I know, the current bootstrap uses software
that is part of 5733-OPS, and the plan is to introduce a truly
standalone bootstrap later.
For that matter, I could easily conceive of a scenario where the RPM
bootstrap won't work without the proper PTFs (independent of
5733-OPS).
