You'd need somewhere to host the service. Depending on internal politics and policies, getting that done might resemble the Labors of Hercules.

Just as an FYI, your .Net or network team doesn't have to spin up anything for you to develop a .Net web service.
Curiosity and google will get you there without bothering them until it's time to deploy to prod.
