I appreciate your posting this. I was having problems last week (the same error). I tried following the troubleshooting instructions from IBM and finally deleted my service set up and recreated it. That probably changed the contact from USA to US. Now I have some peace of mind as to why it was failing--of course it would have been simpler to simply change USA to US. Sometimes the error messages are too generic or too cryptic.
