Wow Greg - thanks for posting this. I was just having this same problem this last week after having successfully ordering a bunch a PTFs the previous week. Sure enough, I had USA in the address. Just changed it to US and tried again and now it's working.

...and... Just submitted another one and had to manually change it again. Now to find where that menu option is to change it permanently... ???

FYI...

SNDPTFORD failed with this error simply because my contact info had "USA" instead of "US" for the Country.

USA had been the value for many years. I had to look at the "eccTracex.x.log" in '/QIBM/UserData/OS400/UniversalConnection/log' where I found this:
Fault description: Error calling HRS web service: java.io.IOException: Server returned HTTP response code: 400 for URL: https://hrs-w3.no->users.ibm.com/processData<https://hrs-w3.no-users.ibm.com/processData>
