It's called SELinux and it's there on RedHat and Fedora and others.
Although it should be noted that SELinus has a much broader scope, and much finer grained levels than just well-known authorities on filesystem objects.

I had tried it out a decade ago and it was a lot of work to fine-tune the rules and file flags to not get in the way of normal system usage.
