It's called SELinux and it's there on RedHat and Fedora and others.
The reason we don't have SELinux in the IFS is that we do our authorities in the licensed code.
That said, a lot of what I've seen in the field in terms of handling IFS security is a mishmosh of antipatterns.
99% of the time (he pulls number out of thin air or something darker) Unix-style security is sufficient.
