From a STORAGE perspective this might be true. From an actual 'will it work' perspective, this is incorrect.

A 'Full System Save', often referred to as a 'SAVE 21' starts with a SAVSYS and that MUST be the first file on the tape. As a consequence, you cannot get more than a single full save on a single tape.

So depending on your definition it might work.

In this case, 'full' means all dev/test/prod libraries.
