Just a comment FWIW: if I remember well, if you DEALLOCATE a drive resource you can vary on the associated tape drive device. It might be needed in case of need to run a tape command with VOL(*MOUNTED) embedded in a software for instance. I remember some rare circumstances where I had to DEALLOCATE all but one resources with a TS4500, use CHKTAP ENDOPT(*REWIND) command to load the appropriate tape in the drive whom name was TAP01, then DEALLOCATE the resource od TAP01 device so that the software was able to run (just because it was using a RSTLIB DEV(TAP01) VOL(*MOUNTED) command). I remember also, after some SAN issues or TS4500 reconfiguration, DEALLOCATE all the resources then ALLOCATE back only one after the other to check (with CHKTAP) that all drives were available.

And warning, WRKMLBSTS shows the resource name while WRKCFGSTS shows the device name; sometimes they differ...
