Ah, I found some hints:

Operation Console support for Windows 7, Windows 8 or Windows 8.1
• Only Operations Console LAN attach is supported.
• Direct connect (serial attached) is not supported; no support is planned for future releases.


Apparently Operation Console comes in two flavors. I've not been aware of that. I guess the former is what nowadays is called "LAN Console"?

I'm only interested in direct connect over serial for now. That's what people with older hardware — like the OP — need most.
