Is there something with QNTC that disallows access from Apache? Is there another config option I'm missing?

Did you check access privileges?

Not sure if Apache is a PASE application or runs in the CL environment. If it is PASE, and you can't access QNTC from other PASE applications (such as qp2term), that might be the culprit.

Using NFS instead of SMB might be an option, if the server guys are willing to help.
