PEDBG is done from the command line on the HMC. IBM has excellent
instructions on how to do that which they can provide.

OS, thus the HMC.

Is the HMC a device such as a PC physically connected to the machine or
is there some kind of setup that is missing?

In general, a HMC is a "device" (hardware in earlier times, today
available as virtualized "appliance" also) to manage mostly the hardware
side of IBM machinery, including LPARs.

Any hint about how to perform task 2 and 4 w/o travelling to the client
site would be really helpful!

You can connect to the HMC from a web browser, if it's configured
accordingly. No need to go there.

You can't tick "open console window" on a remote connection, but you can
point a 5250 emulator to TCP Port 2300 of the HMC and obtain console access
through interactive questions/answers. Hope you have access to the required
logon credentials.
