I had these notes for NTP/SNTP on IBMi - may help ...
Use the CHGNTPA command to set up the NTP Parameters
Specify the server that time is to be synchronised to.
If the NTP server is outside your network ensure the firewall allows UDP
port 123 out.
Set the Client to Auto-start *YES
Set the Client activity log to *CHANGE - This will allow the log to be
viewed, log location is below. If all is working correctly you may want
to turn logging off in the future.
After setting up Audit Journal logging at xxxxx we noticed a very large
number of "SV" entries in the journal, these were NTP poll entries and the
setting for logging was set to *POLL. Changing this to *CHANGE reduced the
number of journal entries from thousands to hundreds. Also you will only
get these entries logged if *SECCFG is included in the QAUDLVL system
value.
I have not set the system up as a NTP server only a NTP client at this
stage.
To start the NTP Client
STRTCPSVR SERVER(*NTP) NTPSRV(*CLIENT)
I did this and then checked the log file but the time was not being
updated.
I then used Navigator and drilled down to Network, Servers, TCPIP, NTP and
manually started the client by right clicking and selecting to start the
client.
After that the time was updated - not sure why this was required???
The log file is located at ...
/qibm/UserData/OS400/TCPIP/NTP
There will be a new file for each day ...

The technique is called SNTP. You're wanting it to become a SNTP client.
