You can improve your investigation using the following way:

From your workstation, use telnet or ssh to connect to your IBM i on port 3825. Here is how it looks like on the IBM i (netstat with a selection on local port 3825) when it works (I am using "ssh -p 3825 pub400.com" command on my Windows)


                          Subset of IPv4 Connections

Type options, press Enter.
  5=Display details   8=Display jobs


     Remote           Remote Local
Opt  Address           Port       Port       Idle Time State
     *                     *      3825       000:01:47 Listen

If there is a firewall blocking, the idle time of Listening job will not go down to 0 and no remote session will start. On your workstation, you will get a time-out error.
