RE: ACS System Debugger doesn't want to work

The i is listening on that port. I can see that and that there is 0 bytes both in and out.

I am putting in a request now for opening the firewall to that port. Hoping this is my issue.

If you're unfamiliar with the 5250 command line command netstat you could try:
select *
from qsys2.netstat_info
where local_port = '3825'

Debugger server listens on 3825 tcp port, by default. So, you might check if this port is listening (use netstat option 3 command), and check if there is no firewall blocking.
