The i is listening on that port. I can see that and that there is 0 bytes both in and out.

I am putting in a request now for opening the firewall to that port. Hoping this is my issue.

Debugger server listens on 3825 tcp port, by default. So, you might check if this port is listening (use netstat option 3 command), and check if there is no firewall blocking.
