That explains it. It works if BOTH of the following conditions are true:

1. The called program has to be ACTGRP(*CALLER) (true in the real world, since they call HTTPAPI, but not in my test program).

2. The calling program has to be ILE CL, not OPM CL (something that never even occurred to me).

At any rate, my morbid curiosity is satisfied, and since I'm only actually using H1, there's no actual reason for the calling programs to care which halt indicator was raised.
