I'm not so sure. Your situation sounds like you're connected to some flavor of DSL, not cable. Negotiation could take a considerable amount of time, especially if the copper cable in between isn't 100% perfect (noise, cross-talk, etc.). A pure modem would not speed up this negotiation at all.
