This is option is probably out of your price range. WattBox has surge protectors that can be setup to detect lost connectivity and reboot that outlet and custom power on turn on one outlet (modem) wait and then turn on the another outlet (router).

I'm not so sure. Your situation sounds like you're connected to some flavor of DSL, not cable. Negotiation could take a considerable amount of time, especially if the copper cable in between isn't 100% perfect (noise, cross-talk, etc.). A pure modem would not speed up this negotiation at all.
